Albania Joins the IRS List of Approved KYC Jurisdictions: A Milestone for the Banking Sector

Following an eight-month review and coordination process involving the U.S. Internal Revenue Service (IRS), the Albanian Association of Banks (AAB), and representatives of the Albanian banking sector, Albania has officially been included in the IRS List of Approved KYC Rules jurisdictions.
The inclusion recognizes Albania’s Know Your Customer (KYC) framework as meeting the requirements established by the IRS and represents an important development for the country’s financial sector. The initiative was advanced through the work of AAB’s Compliance Committee, with technical leadership and coordination provided by its Chair Ms. Ada Qazolli, in close cooperation with banking sector stakeholders and the IRS throughout the review process.
The approval enables Albanian banks and other eligible financial institutions to rely on Albania’s approved KYC framework when applying for Qualified Intermediary (QI) status. This creates a more established framework for institutions engaging in cross-border financial activities involving U.S. securities and can support more efficient tax documentation and withholding processes.
For Albanian financial institutions, the recognition can help reduce operational complexity in cross-border transactions and facilitate relationships with international financial counterparties, including global custodians, correspondent banks, investors, and other market participants. It also supports the development and expansion of services related to investment, custody, private banking, and wealth management, providing institutions with a framework aligned with requirements recognized by the IRS.
Beyond its direct implications for financial institutions, Albania’s inclusion in the list represents further progress in the development of the country’s regulatory and compliance framework and its alignment with internationally recognized standards. It also reflects the banking sector’s continued commitment to strengthening customer due diligence, transparency, and cooperation with international institutions.
