AAB and the General Directorate of State Police sign Memorandum of Understanding to prevent cybercrime in the banking sector

The Albanian Association of Banks (AAB) and the General Directorate of State Police signed, on October 22, 2025, a Memorandum of Understanding aimed at strengthening inter-institutional cooperation for the prevention of cybercrime and enhancing security in the banking and financial sector.
This agreement represents an important step toward creating a joint front in the defense against digital threats, focusing on the exchange of reliable information, increasing public awareness, and developing professional capacities in the field of cybersecurity.
Within the framework of this cooperation, AAB and the State Police will work together to prevent cybercrime, with a particular focus on online fraud affecting the banking sector. The agreement also provides for the exchange of experience and information in line with respective competences, participation in national and international activities dedicated to digital security, as well as the organization of awareness campaigns for citizens on the safe use of online services.
An essential element of this cooperation will also be the establishment of professional training programs to enhance staff knowledge in both institutions, as well as the promotion of research and development in preventive and protective measures against cybercrime.
The Chairman of the Supervisory Board of the Albanian Association of Banks, Mr. Bledar Shella, emphasized the importance of this cooperation, stating that cybersecurity is one of the greatest challenges of our time and requires institutional coordination. “This agreement strengthens the partnership between the banking system and law enforcement institutions, creating a solid foundation for the prevention of digital crimes and the protection of citizens and businesses,” – he said.
On the other hand, the State Police, represented by the Director General, Mr. Ilir Proda, underlined that such collaborations are essential for the prevention of cybercrime, the strengthening of professional capacities, and the creation of a trustworthy digital environment.
This Memorandum of Understanding brings the two institutions together in a long-term partnership based on reciprocity, confidentiality, and compliance with the legislation in force. It aims to create a cooperative environment to address more effectively the challenges of the digital era and to build a safer financial ecosystem in Albania.
